That's how I would run it and that is how I believe it is meant to be interpreted. The common location in any scenario is in the proper location on the weapon. The weapon could be fired, dropped, picked up by someone else and by the rules it would still produce its own ammunition. The weapon does not know where the hand of the operator is located, or even whether it is being held at all.
